The fourth parking deck for the City of Frederick consists of four stories (24,000 SF) of City government office fronting West Patrick Street, a 6-level, 650-car parking deck and a single story (2,800 SF) office along the Carroll Creek Linear Park.

The massing is arranged so that the North and South elevations respond to the existing building context using a “bookend” design concept. Exposure to the streetscape on Patrick Street and the "creekscape" of Carroll Creek are minimized with the centralized massing of the facility. The fourth floor of the north office steps back from the street in order to respect the context height of the adjacent three-story historic buildings.
