The City of Martinsburg, retained Proffitt & Associates to complete a Feasibility Study to evaluate opportunities for the location, design, funding and construction of a Parking Garage within the downtown area. A previous Parking Management Study identified the need for approximately 170 “new” spaces based on anticipated future downtown development. Through the Feasibility Study we were able to confirm the diverse user groups, identify potential downtown development / revitalization that could impact the parking needs, gather supplemental information from the City, develop a concept design and prepare a financial feasibility analysis.
